Special Traffic Regulation Zone (ZOPR).
Dubrovnik's historic core is protected by a Special Traffic Regulation Zone. If you are driving yourself, this is the single most important rule to understand before you arrive.
What is ZOPR?
ZOPR stands for Zona posebne regulacije prometa — the Special Traffic Regulation Zone. It covers the Old Town and the narrow streets immediately around the walls, where vehicle access is strictly controlled to protect the historic fabric, reduce congestion, and keep pedestrians safe.
Inside the zone, traffic is limited to residents, authorised suppliers, emergency services, and vehicles with a special permit. For almost every visitor, the practical message is simple: do not drive into the Old Town or its immediate ring roads.
Why was it introduced?
The Old Town's limestone streets, stepped alleys, and low doorways were never designed for modern traffic. Heavy vehicles, vibration, and exhaust damage the stone and disturb residents. The zone was created to:
- Preserve UNESCO-protected heritage and stone-paved streets.
- Reduce noise, pollution, and congestion in a mostly pedestrian area.
- Improve safety for the thousands of pedestrians walking the walls and Stradun.
- Keep emergency and delivery access clear for those who genuinely need it.
Which areas are affected?
The zone generally includes the area inside and directly around the city walls, including Pile Gate, Ploče Gate, and the narrow streets that run beneath the walls. It also covers parts of the approach roads where cameras and signs are posted.
If your accommodation is inside the walls, you cannot drive to the door. You will need to park outside the zone and walk the final few minutes — often with luggage over cobblestones.
Who is allowed to enter?
Only vehicles with a valid permit may enter. This typically includes:
- Residents and property owners with registered local permits.
- Authorised delivery, waste-collection, and utility vehicles at set times.
- Emergency services, police, and civil-protection vehicles.
- Taxis and buses only at designated drop-off points — not inside the pedestrian core.
Visitors in rental cars or private vehicles are not allowed to enter. There is no temporary visitor permit you can buy at the gate.
Do not rely only on Google Maps
Navigation apps do not always know about the ZOPR restrictions. We have seen Google Maps, Waze, and Apple Maps quietly route drivers straight through camera-controlled streets toward "Pile Gate" or "Old Town Dubrovnik" as a destination.
The result is an unexpected fine, a stressful reverse manoeuvre on a narrow one-way street, or a queue of angry drivers behind you. Set your destination to a car park outside the zone, not to the Old Town itself.
How to avoid entering by mistake
- Set your sat-nav to a parking garage outside the walls, not to 'Old Town Dubrovnik'.
- Watch for white ZOPR / ZONA signs with camera symbols as you approach Pile and Ploče.
- Follow the main roads (Dr. Ante Starčevića, Iza Grada) and avoid turning toward the walls.
- If your accommodation is inside the walls, ask the host for the nearest legal drop-off point.
- When in doubt, stop and ask — do not follow the app blindly into a narrow street.
Where to park if you are not authorised
These are the safest options for visitors:
Ilijina Glavica garage
Covered, secure, 5-minute walk to Pile Gate. Best value for day visitors.
Gorica garage
Slightly further but often quieter. Good for longer stays.
Port Gruž / Lapad hotel parking
Useful if you are staying outside the Old Town. Take Bus 1A/1B, 6, or a taxi to Pile.
Hotel parking
If your hotel offers it, book in advance. Do not assume you can drive to a hotel inside the walls.
