Short answer
Drink the tap water, avoid Stradun restaurants with photo menus, never drag a suitcase inside the walls (up to €265 fine), keep swimwear for the beach, and time your Old Town visits around the cruise schedule rather than the clock.

Banned over the Old Town without a Ministry of Interior permit.
Quiet hours
The Old Town is residential. Noise after 23:00 draws complaints and fines.
Eating and drinking well
Skip anything on Stradun with photographs on the menu or a host waving you in. Walk two streets off, or go to Gruž and Lapad where locals eat.
Tap water is excellent — refill rather than buying bottles.
Book dinner ahead in July and August, especially anywhere with a terrace at sunset.

112 for all emergencies, English is spoken.
Pharmacies
Ljekarna at Pile and Gruž cover long hours; look for the green cross.
Mobile data
A1 and Hrvatski Telekom have strong 5G across the city; eSIMs work well.
Safety
Dubrovnik is very safe. The main risks are heat, slippery stone and sea urchins.
Timing your day
Check how many cruise ships are in port before planning an Old Town morning.
The walls at 08:00, the museums at midday, the beach at 16:00, dinner at 20:00 — that order works in every season.
