Stairs & luggage.
Dubrovnik is a staircase with a city built on it. Knowing the step count before you book accommodation changes your whole trip.
Short answer
Nearly every Old Town apartment sits above a flight of steps, and no vehicle can reach the door. Expect 30–200+ steps from the nearest legal drop-off. Wheeled luggage is banned inside the walls (fines up to €265), so carry bags or use a porter.
What to expect
Stradun and Od Puča
Flat. If your accommodation is directly on these, you are lucky.
North-side streets (Prijeko and above)
Steep stone staircases, typically 60–180 steps from Stradun.
South-side lanes
Shorter climbs, often 20–70 steps, but narrow and uneven.
Outside the walls
Ploče, Sv. Jakov and Bosanka are hillside — steps plus gradient.
Step-free areas
Lapad Bay promenade, Babin Kuk hotel grounds, most of Gruž and Cavtat's waterfront are essentially flat.
If mobility matters, choose accommodation in Lapad or Babin Kuk and visit the Old Town on day trips rather than staying inside it.
Practical luggage advice
Wheeled suitcases are banned inside the walls — carry, or arrange a porter with your host in advance.
Left luggage is available at Gruž bus station and near the cruise terminal.
Ask your host for the exact number of steps and the nearest legal vehicle stop before you book. Most will tell you honestly if you ask directly.
