ZOPR traffic zone.

The Special Traffic Regulation Zone (Zona posebne prometne regulacije) controls who may drive near the Old Town. Navigation apps do not know about it.

Short answer

ZOPR is the restricted traffic zone around Dubrovnik's Old Town. Most visitors may not drive inside it. Cameras issue automatic fines, streets are one-way, and there is no parking at the core. Park at Ilijina Glavica, the Gorica garage or Port Gruž and walk or take a bus.

What ZOPR actually restricts

The zone covers the roads immediately around the Old Town, including the Pile approach and parts of Ploče. Access is limited to residents, permit holders, licensed transport and deliveries in set windows.

Enforcement is camera-based. You will not be stopped at a barrier — the fine arrives later, often via your rental company with an admin fee on top.

Common ways visitors get caught

  • Following the sat-nav

    Apps route you to the address, not to the legal stopping point. Set your destination to a car park instead.

  • "Just dropping off"

    A brief stop inside the zone is still an entry. Use the designated drop-off areas outside the boundary.

  • One-way streets

    Several approach roads reverse direction seasonally. Read the signs, not the map.

Where to leave the car

  • Ilijina Glavica

    Best value near the Old Town, about €3/hour, covered, roughly a 5-minute walk down to Pile.

  • Gorica garage

    Large, covered, reliable in high season.

  • Port Gruž

    Cheapest option; take bus 1A, 3 or 8 to Pile in 10–15 minutes.
